Introduction to the Low Carbon Economic Growth Program

Facing the challenges of global climate safety and domestic environmental pressure, China needs to transition into a green and low-carbon economy by 2030, peak its greenhouse gas emissions as early as possible, and become a global leader in green development. As the country enters “new normal” of slower growth, a host of fiscal and tax reforms are under way, including a national carbon market, environmental tax legislation, and the phase-out of fossil fuel subsidies; green financing is also taking root. At the local level, provinces and cities are developing plans to realize low-carbon economic transition and peak their carbon emissions.

The Overarching Goal:

To assist China to achieve a transition to green economic growth, and become the world leader in clean energy production, consumption, and investment, by 2030.

Program Initiatives:

  1. Support research on the mid- and long-term strategies, policies, and technological paths of a green and low-carbon transition; and support China’s cooperation with key countries and regions on climate change to ensure China's leadership role in global green development;
  2. Support policy research on energy, environment and carbon pricing system and green financing. Support the design of economic policies  for green and low-carbon transition; and
  3. Support the mainstreaming of a green and low-carbon transition in economic policymaking, research, policy implementation and among the public; and assist regional governments to develop low-carbon economic transition plans and carbon emissions peaking plans.
